Department of Transportation Digital Signature Requirements

The Kentucky Department of Transportation 201 KAR 18:104, among many other State Transportation Departments, provides engineers the following guidance in terms of what is required when applying digital signatures to drawings such as highway plan sets. GlobalSign's PDF Signing Solution meets all of these criteria.

1. It is a unique identification of the signer: A unique Digital Certificate is assigned to individual users including identity information verified by GlobalSign's vetting agents. Adobe explicitly trusts Digital IDs that are issued from the Adobe Root hierarchy.

2. It is verifiable: Digital signatures applied with GlobalSign Digital IDs are instantly and easily verifiable using Adobe Free Reader. The signature validation process verifies that the author has been authenticated, the contents of the PDF have not been changed, and the date and time of the signature came from a trusted source.

3. It is under the signer's direct and exclusive control: The GlobalSign Digital ID and corresponding signing private key are secured on a GlobalSign furnished USB dongle of which the engineer has sole possession.

4. It is linked to the electronic document in such a manner that causes changes to be easily determined and visually displayed if any data in the electronic document file is changed subsequent to the digital signature having been affixed to the electronic document

5. An attempt to change the electronic document after the digital signature is affixed shall cause the digital signature to be removed or altered significantly enough to invalidate the digital signature: Changes to document can be easily determined and visually displayed and an attempt to change the electronic document after the digital signature is affixed shall cause the digital signature to be removed or altered significantly enough to invalidate the digital signature

6. If the electronic document is to be electronically transmitted, the electronic document is converted to a read-only format: Many transportation departments explicitly state PDF as the file format as it provides an easy method to distribute documents in Read only mode.
